You have an opportunity to influence the design of a new neighbourhood for an important high quality site close to the River Ness on the southern edge of Inverness prior to a planning application being lodged. 
The 35 acres (14 hectares) site mainly comprises of open fields at Milton of Ness-side lying to the south of the Holm Burn between Dores Road and the River Ness, surrounded by woodland.  The land owner, the Cardrona Charitable Trust, wishes to take account of local views and ideas to help prepare a master plan.  Further to a public exhibition at Holm Primary School on 17 November a questionnaire invites views. 
The Highland Council’s development plan and policies promote development of the land for housing in principle as part of the larger Ness Castle/Ness-side area.  The Inverness Local Plan also indicates that the Milton of Ness-side area could be developed for social/leisure and tourist uses before 2016.  The recently published Highland wide Local Development Plan indicates that housing development should be in the period 2016 to 2021 and seeks the preparation of master plans in partnership with the community and developers in advance of development.  At the same time the Council will determine acceptable solutions for the major road link across the River Ness and Caledonian Canal to the A82, including developer contributions from housing towards its construction. 
The Ness-side Fields master plan will provide a framework for the development of the land over the next 5 to 10 years and beyond, indicate the location of housing and other suitable land uses and outline how development will be serviced and phased.  It will also contain detailed guidance on building design, layout, housing density, landscaping, and suitable connections to adjoining areas, to help create an attractive sustainable place.  Account will also be taken of other studies and site investigations including flood risk, suitable drainage, traffic impact and access.
The landscape seclusion of the land provides the setting for a well-designed development containing a range and mix of house tenures and types, building heights and densities.  The potential for retirement homes, residential care, community, health, business and tourist uses will also be considered in the layout.  Application of Government guidance on Designing Streets will give greater priority to walking, cycling and bus access.
The draft master plan will also account for the feedback from the public consultation and advice from the Council.  It will be exhibited early in 2011 for public comment before it is finalised and lodged as part of a planning application.

These comments will be used by us to help finalise the master plan prior to its submission with the planning application.  There will still be an opportunity to make representations to the Council on the planning application after it is submitted.
